The report also includes insights from interviews conducted with energy companies in Trøndelag and Jämtland to explore the labour skills requirements to support a green shift in the Nordic green belt. Through an analysis of these interviews, specific workforce demands and implications for Vocational Education and Training (VET) in the Nordic green belt were identified.On October 3, 2024, the Nordic Council of Ministers and the Nordic energy ministers announced their intent to strengthen and focus Nordic energy cooperation. The effort centre's on an energy shift and innovation through an energy policy cooperation program for 2025-2027. The initiative aligns with the European Green Deal (2019), a green growth strategy to ensure a sustainable and competitive Europe. The Green Deal is a comprehensive plan that spans multiple policy areas and is crucial in the EU's implementation of the UN's 2030 Agenda and its sustainability goals.To meet the intentions of enhancing a Green Deal, the Nordic Council’s report(2022) titled "Attractive Vocational Education in the Nordics," found that the lack of labour is a significant challenge. The report indicates that companies face difficulties recruiting skilled workers across various sectors, with an estimated shortage of several hundred thousand workers in the Nordic region over the next 10 to 15 years (Nordic Council, 2022). The results from interviews with Norwegian and Swedish companies, and their subsidiaries in hydropower, thermal and biogas, wind parks, and solar energy, indicate cross-border activities in Trøndelag and Jämtland-Härjedalen. Companies cooperate on various initiatives, such as skill development, business growth, and education.
